Shinobi has pretty much always proved himself reliable, and he seems to have solid contacts for this specific game. In fact, he was the first to talk about Horizon: Zero Dawn‘s themes way before the first artwork was leaked, including the reveal of robotic dinosaurs and the title’s red-headed protagonist.
That said, at least until Sony Interactive Entertainment makes an official announcement, you should take this with the customary grain of salt and consider it a rumor.
Ultimately, the old quote attributed to Shigeru Miyamoto is always true: “A delayed game is eventually good, but a rushed game is forever bad.”
Update: Shinobi elaborated further afterwards on NeoGAF, as some took his statement about the rumored PlayStation 4K as meaning that the delay was due to moving development to the new console, and that the game would not be optimized for the original PS4. Obviously, that wasn’t what he meant:
“Yikes, I suppose I’ll chime in since that was taken way farther than I thought. Honestly it was just a general comment, obviously the whole point of the 4k is better looking games, that’s all I meant. It was never meant as a “It’ll run like ass on the PS4” chide. This is Guerrilla we’re talking about. Vast majority of this game’s development has been on the PS4. They’ve always done well in the performance department. I don’t think there’s a reason to fear for anything. “
