lol 3 years ago MS promised that every xbone would be a fully fledged dev kit. So now all this time later we still have nothing. All we have is a preview for a stripped down version XNA which is a stripped down version of C# on Xbox systems. With universal Windows apps you don't have direct access to the CPU, GPU, or even audio or any other system resource. The keyword is 'app' here, UWA is only designed for applications that are not resource intensive or use any special features from the hardware. Heck you won't even be able fully custom shaders or proper debugging. And only a reduced featureset of directx.
Not a dev kit at all nothing different than xna.
OP's title is highly misleading. Was actually excited for the dev kit idea.
