Apple turns a blind eye to these kind of things because it makes them money. They have to ok everything that goes onto the app store and some of the copyright infringements that get by are so obvious it's negligence on their part that they can be sold. To stop things like this you'd have to target apple with litigation imo. But who would have the stones to do that?
