its just a small development team with very limited resources. a conversion for PC VR doesnt requiere much work and i dare say quality assurance. they dont have to adjust the game to the hardware, they can rely on the customer to adjust their hardware to the game. jonathan blow actually says the game isnt build for VR, will be far from optimal, and will not match the experience of games made from the ground up for VR.
