Those are indeed different events. The invite-only PS VR presentation is today at 2pm PT, the PlayStation VR: Development and Innovations presentation is tomorow at 11am PT

those are the GDC panels Sony is hosting - afaik the PS VR event today is a press event outside of the GDC

We know that for certain reasons beyond our comprehension of the tech The Witness could not be ported to PSVR so we can't discount the same possible problem for No Man's Sky. That being said, if Sony aren't bending over backwards to make it happen, I'd be astonished. Bundling RIGS would be a great move but cost of development might dictate how Sony approach this.
