To be fair, for glory isn't indicative of skill. They're mostly scrubs there. As a Shulk main who is taking up Cloud, the latter wins definitively. His moves are so janky and that up air is phenomenal, there's little way to stop him without projectiles.

I know that, but Shulk players have more play time with him, an excellent shulk player might destroy Cloud, also without Cloud limit break his recovery is preatty bad,

Even Shulk refers to Monado II and III as just the Monado.

It's all in how you use them. There isn't one that would definitely win against the other. The major part about winning Smash is being able to READ the opponent, and adjust to their tactics.
And no one is better at being able to read an opponent like Shulk, he can see the future. He would see Clouds movements and know his openings.
Whoever wins doesn't matter. Elma will kick his ass.
