It's Capcom made. Which might as well be classified as fan-made. Capcom's writing quality standards aren't exactly on the roof, but I personally enjoy their golden dialogues and lines. :P

In a different comment... i get tired of seeing Ken constantly hoping like that. That is a crap stance. Looks like he will lose the match aslong as they stand there long enough. Ryu's stance is much better and it saddens me that they removed it from Ken, given they are supposed to have the same fighting style with the same master...
