My take...
Company is struggling financially, need to shed some financial burdens like employees. Not sure if you're privy to the books, but I'd start looking at other opportunities...
The reason they aren't just laying people off is because they do not want to be obligated to pay unemployment.

The company is actually doing very well, for a long time. Very strong performance, definitely not that. Even if they are doing it to avoid unemployment, it wouldn't work. There were a few people that have lost their jobs due to safety violations, and they gave them.a severance package and still had unemployment obligations too.
To me, this shows a lack of integrity. Lack of integrity of management expecting us to play along, and a lack of integrity on the part of those that may play along. Bad news all around.
