most developers feel gamers don't buy wii games to get online. they buy them to play on one screen with games like wii sports, brain age, carnival games, warioware, etc. it's just the way things are at the moment.
Sega probably thought Wii owners care less about online than 360/PS3 owners (we probably do), and that they could get away with not implementing it. That's pure Sega quality for ya.

I highly doubt "time" is the issue. More like a "usual" excuse for incomplete game.
How is it not time constraint on other platform and only specifically on Wii. It's like not the Wii is using a different kind of internet...

to develop waggle addition may take longer time than developing internet.
However, they could always delayed it like PS3('s framerate/blu-ray problems) used to do.
