Only 65% complete?

How much assets/story elements did they keep from XIII Versus?

Mid 2016 release at the earliest confirmed, but probably holiday season next year.

i believe even with 100% completion, they still need to test the game, and fixing a lot of bug that usually exist on open world games. And if you look how humongous the world map and the content inside is, i bet it will take another 2 years lol
