I don't really trust him, but a "port/remake" can be anything from DQI-DQX and spin offs.

I think if it is Wii U exclusive it suggests zero confidence in its ability to sell outside of Japan. In Japan, DQ11 on Wii U would be huge, and it would be worth Nitnendo's while to pay to secure it. And I think with the history of DQ sales it really is all about Japan for making the game profitable. If DQ XI goes to PS4 it would be about as big a blow as MH going to 3DS. It could even possibly mean a port to PSV some time in the future.

That's quite a false equivalency, don't you think? FFXIII went multiplatform because Square Enix thought the 360 was a viable-enough JRPG platform thanks to MS's efforts early last gen and the 360 had a huge lead in userbase. Not to mention, I bet MS knew that the PS3 would overtake the 360 and run away with the lead (much earlier last gen) had FFXIII been a PS3 exclusive. FFXIII going multiplatform was a huge, huge win for MS and SE. It allowed the 360 to hold onto its lead to quite a while and SE made a lot of $$$.
The DQXI situation is not the same because obviously, the 3DS is handheld and the PS4 is a home console. In regards to FFVII: Re, Square Enix said that the purpose of the remake was to reinvigorate the console market in Japan. Yuji Horii said explicitly that the next Dragon Quest will be an offline game on home console. These quotes strongly hint at DQXI for the PS4 + possibly, the PS3 & Wii U. We have not heard anything that suggests the contrary.
EDIT: And now we have something that actually does suggest that DQXI will be going on the 3DS. Now there's a reason to believe 
PS3/PS4 with maybe a Wii U port is my bet. If it weren't for Horii's comments, 3ds would be a no brainer. And even then there is a possibility that SE changed their mind.

If this ends up being ps4 exclusive like most people thinks, a pc version is not out of question as Square enix is porting everything lately.
If both versions use the most of each hardware it can only be a win-win situation for everyone. Level-5 did it very well with Ni no Kuni except the one year difference between both versions. And actually for all we know Level-5 is involved in the development of DQXI so it would only make more sense.
