@Blaiyen: Conspiracy theory about the creation of aids or falsifying the cause are counter-productive. It's not about believing a "side", it's about looking at the research. HIV is the proven cause of AIDS; HIV evolved from SIV (primate virus).
Best case? The government want minorities to be alive and healthy so they can pay taxes and keep the economy going. Worst case scenario? Democrats want to keep them alive so they can keep voting and Republicans want to keep them alive so they can keep fighting wars.
Someone who accuses the government of this is accusing them of Genocide. This is the same government where there can be a Senator Barrack Obama or a Senator Hillary Clinton. A nation where anyone over the age of 18 gets to vote (unless a convicted felon). A country where anyone can get an education (fafsa.ed.gov). The country that publicly and privately provides more aid for Africa then anywhere else in the world - almost single handedly funding the World Food Program and AIDS treatment.
I would cite regulation, but I know you will simply ignore it.
