Any other genres popular in Europe are generally popular in the US too.
I hope he does mean acquiring more European developers though, there's quite a few good ones around already. Eastern Europe could be a good place to start some new ones up as well, it's a region that seems to be rapidly progressing when it comes to game development and would be relatively cheap compared to western Europe or America.

Only way Xbox would get a football exclusive would be to make a deal with EA for Fifa but I can't see that happening and they already have the best franchise of the racing genre in Forza but I think DesusX hit the mark about what Phil meant both Scalebound and ReCore should be relevent to a broader range of tastes and they should work on bringing 1-2 of these a year to the platform along with a few more RPG's. I also feel Lionhead Studios will be working on some new IP massive fablelike RPG after Legends which could have a massive appeal to many. The more European developers could be a good idea as it would generally bring a different writing/artwork styles.
On a whole I don't think the Xbox suffers in Europe due to its games I think its in a fine spot for games currently and it's more Europeans just love Sony consoles. I think UK and US can be considered the same market and both have their loved FiFa/Madden and rest of it is basically the same taste and still even not to much of a difference with the US/EU market either.
