That's probably it. It seemed as if it was supposed to be a sequel to a game that already exists (but doesn't, really).

Because typically games don't have single digit numbers in the title if they're not successors.

It's a vicious cycle. Arguably, most of the 3D entries in the Sonic franchise might as well have been new IPs.

Edit: Sanic's history and abysmal modern legacy won't change my mind if this new rumored game turned out to be good
