I think its all based on traditional and societal prejudice. That certainly doesn't mean someone isn't responsible for their own racism though. A decent person should be able to see past the societal prejudices from which they arose.

Some people just don't like people looking/acting different from them (Wheither it's the person's culture, skin colour, etc). Stuff like your enivornment, can play a pretty big role towards your view on judging people by their race aswell.
