The signs definitely point to China taking some military action soon, along with Russia (who pretty much already has)

You don't have 40 million surplus men in your country just stand around and do nothing, may as well send them off to die for king and country.

Russia is on a demographic downward spiral and we're going to see some spasms of violence in an effort to cling to power. What's more worrisome is their vast nuke arsenal and the growing number of islamists within their borders.

They are just saying shit, all hell would break lose in China if China went to war, especially with another major power

Yeah, and complete economic catastrophe when we then say, "we're not paying you your loan now".

Lowering the population count could be a good thing for some government. Especially when they know they'll win.
