Actually, $0 more and he can get a 8800GT.

 Would a 500watt be enough?

A 9600GT is roughtly 20% slower than a 8800GT (both at normal clocks). The 9600 _in theory_ is more silent and draws less power than a 8800. I have just returned my umpteenth 9600/8800 because of unnerving noise coming out of the 9600s (low quality board components in the reference design cards) or roaring-thunder-type ventilators in the 8800s. Make sure you can exchange your card if you got one of those, too (unless you don't care about noise). Go for a Zalman-type cooler instead of the reference design cards if you can get one of those.
