Fear, size disparity, strength, skill disparity, environment, reaction time, ability, opportunity, jeopardy, preclusion, age are all factors that come into play in a use of force decision. Being unarmed doesn't make Mike Brown incapable of killing someone either.
I hope all police get body cameras. It will lessen moments like this on both sides.
If Garner is saying "I can't breath" multiple times, he wasn't being choked. At the point he is speaking the officer didn't even have his arm around his neck. If there was any pressure it was only on for a few seconds at most during the initial takedown.
They need to remove the BS laws that caused the police to act anyways. That is terrible and Garner's family lost a man over freaking "loose, untaxed" cigarettes.
