People might complain about how it's full of SFII characters and pretty much nothing else but the entire point of the game is to basically be SFII for a new generation. It's meant to appeal to a new audience while drawing back in those who played the game years ago.
This means that those who loved Alpha and SFIII like myself won't be seeing any characters from those games anytime soon, Ono has mentioned in a interview that he wants to distance IV from them anyway.
However I would say that Dudley would have been preferred over Balrog for me personally for the boxer role.
