There's plenty of racing games with a level creator in them already and I can't see the principle working for a more fluid genre liike an action game or even an RPG.

I suppose you're right about racing games having them, but I can still see building spiral upside-down multi-route tracks with ramps and boosts being fun and comparably easy on the gamepad. Especially if they built it from an updated HD F-Zero GFX or the Mario Kart 8.
As for 'more action games'. I can picture dropping down enemies with routes and places for cover in a style comparable to Deus Ex. It would be fairly easy to map a Unity-esque interface, obviously a dumbed down 'game-ified' system, like that to the Gamepad. It obviously wouldn't be as extensive as the real game but I can see it being good enough to become fairly popular.
Map the face buttons to rotate view at right-angles, place things on the grid using the touch-screen, set corridors to be created between where you place pairs of linked rectangles, same for walls. If you have walls that overlap merge. Then you can have a few different types of gaurds wearring different colours for different behavior, given different armour of different health, and different weapons. Few vents in the walls (which act the same as corridors), few ladders, few boxes, scatter some ammo and you'd be set.
