I'm guessing just before the release of GTAIV (mid-late April). This gives them time to do any last minute adjustments from the results of the home beta.

Edit. I also expect some big anouncements at this time to promote home and GTAIV. For example, a new SKU or a price slash (OR Both).

Does anybody here know how Home is going to work? Normally, MMORPG require multiple servers to prevent latency issues, so I'm assuming it's going to be the same here with Home...don't want it taking people 30 minutes to log-on.
