Amazon Fire "TV" is not trying to be a substitute for game consoles hence the name "TV" in it. So it would be wrong to contrast it with those like PS4 and XB1. However, it is trying to embrace the casual crowd, who wouldn't be bothered with a separate game console and shell out $400-500 plus $60 per game but would be totally fine to do some occasional casual gaming for $5-10 at a PS3 graphics level from a very convenient and inexpensive streaming device.
This kind of device, with sufficient momentum and adequate advertising, is the perfect solution for developing markets, where people do not have $60 to shell out (the minimum salary is around $100-300 in those countries, which is a full month's work!) and but still presenting satisfactory gaming. I am sure nobody would mind IOS level Need for Speed or Fifa Games on a big screen TV for $4.99
