Use the html link from tinypic, and paste it in the html window that pops up when you click on the html button

Sigs are identical to posts as far as formatting goes. Just go to your settings, and then biography. It's at the bottom.

However that sig looks a bit tall. If you can, break it into two images and put them side by side.
