And that's not double dipping?

Technically yes but they will not pay more than the people who bought it for Xbox one and did not buy it on W8 or WP8.  Game was less than 10$ on W8/WP8.

The game is $7 on Windows 8, it's $5 on Xbox One. Deal confirmed.

Unlike Android which plays the exact same game anywhere, no matter how unoptimized it is for the hardware, this will be optimized for Xbox One.  As similar as dev tools are for Xbox One and Windows 8, game still needs to be ported and optimized for Xbox hence it costs money. 

Once Microsoft merges their ecosystems completely and sells it like that to the market, you can cry foul...
