Gamers favour the consoles with their style of games on it, this normally differes per region. The difference is Japanese devs favour weaker hardware, which is more cost efficient for them (most japanese games don't leave Japan, so have to make profit selling under 200k), where as western devs have a much bigger market to sell to and thus choose the system which is most suitable for their game, even if that means inflated budgets.
Both markets have shown they're not anal about graphics hence the success of the ps2, wii and PS1.
