I think that your only chance/hope to do that relies on Nintendo making a unified OS for both consoles next gen and that they don't forget about the Virtua Console.
Alternatively... you could get a PSP or Vita and play it on an emulator. It's cheating, I know, but it's an option.

Because it's a niche game with little followers. Nintendo has lots of those games and fans.
Me for example, I'm still waiting on a new Endless Ocean for WiiU that makes use of the GamePad.
