Sony said that they themselves were ditching online passes. They never said would be banning third parties from doing it.

Actually he did say they were not allowing it. But then said they can actually do whatever they want. It's right there in the quote. But that is irrelevant. I was referring to the speal about how 3rd party companies wouldn't dare put the passes in when Sony games don't have them. Obviously his line of thinking there was incorrect.

At the E3 interview between Tretton and Keighley Tretton specifically said it's up to 3rd parties what they want to do. Let the market decide on online pass. If Ubi games with online pass for SP elements (offline pass) sell badly, and games that don't have offline pass sell better then Ubi will drop it. But if they can get away with offline pass then they would be stupid to not use it.
Sony's motivations are different and they get PS+ as their "online/offline" pass revenue stream. But I'm certain if Sony kept MP content free on PSN they would have kept online pass.
I am not too animated about offline pass as long as it's possible to finish the SP game with a satifying experience without having to fork out for the offline pass, if you happen to buy used. Ever since online pass became a thing I've always said I was mostly OK with it for being able to play MP. Gimping the SP experience is heading into potentially objectionable territory, but it depends on the extent of the gimp. Things like playable secondary characters as in Catwoman I see as bonus matrerial and not story essential so I don't mind about that stuff too much.
