Let us make something clear: THIS IS NOT ABOUT TAXES. With taxes the price would be around 900 USD at the most, this is sony brasil having a 120% profit at each unit sold, this is a steal.

This is not accurate.
Wii U has not yet been officially released in Brazil, but it is easy to get it for about U$600 (the WW:HD bundle).

So let's see. We ship or PS4s by sea, so:
All the taxes are cumulative, not aditive.
AFRMM is a flat 25% (also add all harbour costs). II is a loose cannon, it ranges from 0-35% (electronics on the upper end of the scale) and changes by the day.. IPI is from 0 to 20% (again you get the wrong end of the stick). PIS/PASEP is 1.76%, COFINS is 7.6%. ICMS is a astate tax (from 16-18%). There are also additional minor creative charges. Makes life really enjoyable if you want to import something to Brazil...
If you import the wrong stuff, you easily get significantly over 100% tax.
Just for all of you know: Wii U cost now R$990 or ~US$450. So go Wii U! Nintendomination in Brasil

I live in Brazil, Serra Negra - SP, and I checked all these things you mentioned, it would get to R$ 2000,00 at most. Also, the Xbox One is also imported, and it ir R$ 2190,00.
And do not try to label me as a Xbox fanboy, look at my freaking sig.

You are right... even with all taxes the console can't be over R$2000,00.
R$4000,00 is abusive.
