Yep,
PSV is cheap and there are lots of cheap games on PS Store (PSP, PSone, PS+ titles).
For one 3ds game you can have 6 games from PSP library. And the graphics (PSP games) look far better then 3ds titles.
What Vita lacks is a marketing and more PS3 ports (like borderlands 2).
Now when I have both of them I truly regret 3DS purchase. For 583 USD (3ds + games) I have another dust gatherer. PSV bought for $ 220 and I got more games (Killzone bundle and PS+ freebies) my #1 gaming platform.

It's amazing how differently people can see things. I also have both systems as do a lot of people on here. Let's look at your bullet points....
...PSV is cheap and there are lots of cheap games on PS Store (PSP, PSone, PS+ titles)
3DS is cheaper and has lots of cheap games on the eShop.
...For one 3ds game you can have 6 games from PSP library. And the graphics (PSP games) look far better then 3ds titles.
This one isn't accurate because you say for 1 3DS game you have 6 PSP games....The 3DS also plays DS games which would give the 3DS a larger total library. Then you say PSP games look better than 3DS.....that's simply your opinion. While some do, some don't. Besides, it's been proven time after time that the game has to be fun. All the graphics in the world do not alone make a good game.
People can make what ever excuses they want, but the DS doubled the sales of the PSP and there's a real good chance that at the end of the current handheld gen, that the 3DS will have outsold the Vita by an even larger percent.
Sony has on many occasions touted the Vita as console quality games in your hands. They don't seem to get that the vast majority of people don't want that. They want their console quality games on the TV and games that are quicker to pick up and put back down on their handhelds. That's why the Vita isn't selling. Smartphones and tablets have proven this.
