Cloud always is dependent on your internet connection so if you have a slow internet connection and the game is powered by the cloud, its gonna look like a game from the ps2 era since most likely what they will do to compensate for the slow internet connection is to lower the graphics (correct me if I am wrong)

Although this is true, its clear what people are asking, "Will most games run at 1080p 60fps" or will it just be like last gen, mostly 720p

I don't see the issue people are having with that, of course it will rely on the quality of your connection. like 1080p rely on the fact that your TV is fullHD and even then other factors can vastly change the final look of a game on two very different 1080p TV.
I'm pretty sure most of cloud based games will be sold through DD exclusively and more than likely with a demo with which you'll be able to check if you have what it takes. full retail SP games will use it as an option to enhance the basic experience offline, have some MP interaction in SP like ascend or fable. non latency dependant things that can be more extensive if handled by the cloud, like a constent evolving RPG worlds even for SP. you can still pack a regular campain on disc but if you want something more "interactive" connect to the worl in the cloud where villages grow bigger characters get older and have familly members interaction that can generate constently new side quest. you could even have non massive online RPG where you have 5 or 6 real players playing on a single massive world with different characters and sets of quests that will influence the story line of each other.
I mean possibilities are vast even outside of graphic enhancement capabilities cloud is still something that could be huge. but of course it will be relevant only to people with a good connection. I really don't see the issue. a new tech is most of the time accessible to people in areas where the infrastructures are in place or they own the right equipment. like 4g for phones if your provider doesn't offer it having a 4g capable phone is useless or vice vers ca having a 4g provider with a 3g capable phone....1080p for tv, if you don't have cable service with HD channels or a BR player or a console it is useless, and if you have them but not the TV it is useless, same with 5.1 if you don't have the right equipment you can't enjoy it and on that last one I'd wager that most people and gamers in particular have nowhere close to a good sound system yet you don't see them bitch that their experience is not as good than people equiped with a 5000 bucks sound system and from my experience it makes a way bigger difference on the overall entertainement experience/immersion than HD TV/graphics does.

He basically admits most everything will be compute based, this is obvious. The cloud is just PR. No dev will use the cloud, and split the userbase. At most it will be used for basic secondary stuff for gaming. Teh cloud for gaming is many years off.

Biased opinion is biased.
I´m a software developer, I know how difficult cloud computing might be... but I would kill for the oportunitie to develop in a cloud envairoment.
How are you to say what developers would or would not do.

No multiplatform devs will use the cloud knowing half the user base won't access it. What happens when you play offline? Ai and graphics degrade? It is common sense/ No one will take the time to sue something a large portion of the user base won't have access to.
The cloud for gaming right now is many years away.
i am still waiting for the truth to come out.
