Rockstar has confirmed supported language and regional release details for Grand Theft Auto 5, via Videogamer. Unlike GTA 4, the game will be region-free everywhere except Japan.
The publisher does, however, recommend that you buy the game for your region. "It is generally recommended that you buy and play games that are designated for your country to avoid potential problems with DLC region-compatibility, such as with pre-order bonuses."
Supported languages for regions outside Japan are as follows: English, French, Italian, German, Spanish, Russian, Brazilian Portuguese (providing you set the console to Brazilian Portuguese), Polish, Korean, Traditional Chinese and Latin American Spanish. In Japan, you're limited to English and Japanese. You'll also get the game around a month late, on 10th October.
