As Stinky has already figured out, this is the clock of the two memory bus clocks, which happens to be twice the command clock of the gddr5. RFI testing requires the highest clock to be stated. This has nothing to do with cpu clock. End of story, thread can be closed.

Dev kits are allways more powerfull then retail units, the retail verison of the ps4 will not be clocked tis high
