There is an app on the 360's dashboard to sign up for an upcoming Dashboard beta.  The comments on Major nelson's blog make it sound like pretty much everyone can get in.

 

Update:

* Xbox Live members in any of our 41 Xbox Live-enabled markets will be able to participate in the public beta for Xbox 360. Please note that members in Japan will have an opportunity to join at a later date.
I’ll update this post when we open it for Japan, and additional information about the program as it progresses.

I signed up though, I take it it's going to look like the X1 dash?

I think that is mostly what it will be. They will probably make it look more like windows 8/xbox one and be more configurable. I don't think we'll get any free stuff this time. They gave out halo reach with the first one I did.
