they may not oversell the preorders... but they may oversell the product 
or just not get it. I use to work at best buy, and even as an employee if I wasn't there the second the doors opened to get my preorder, I was taking the chance of not getting it. Best Buy sold my preordered me2 collector edition and halo wars collector edition before I was able to pick them up...
Pretty much every game that came out, I had to deal with people upset that we didn't have their preorders when they came in for them. Either because we didn't get the product or because stupid employees sold it to people that didn't have the preorder...
