Duh. There are games on PS3 and 360 that support the cloud. For example, Guardians of Middle Earth.
Of course, there is a difference between merely having support for something, and designing to make big use of something.
Consoles don't do cloud processing, server farms do.

Aren't games like that already out even on PS3, DC Universe On-line, MAG... It would be stupid to assume that games that are designed as massive on-line experiances, to work while off-line. For example the F2P games Warframe, Blacklight Retribution, Planetside 2... will for obvious reasons require an interent connection.

Nope. Just like no internet technically wouldn't ruin the Xbone game. Of course at the 24hr check it would fail, but the game still functions otherwise.
All these cloud processing features do is help take some of the computing off of the console. Its not required tho.
as long as its optional and not required or cause game degradation (mainly grafically) due to a lack of "cloud processing"
