Well for starters there is more to the PC market than Steam. Secondly the only real area Steam has an advantage is offline mode and even that is not that big. Plus even that advantage varies from person to person on a case by case basis and Steam doesn't divulge what criteria they use in determining how usable offline mode is for one member versus another. Other than that what are these things that give Steam "a lot more freedom"?
You can trade in games on Xbone, if the publisher allows it. You cannot trade in any games on Steam.
You can have family members play your games on your machine whether you're logged in or not on Xbone. Not the case with Steam. I can go to a brother's house and sit at his PC and play his Steam games, if he is logged in.
You can gift a game to a friend even if you have played it on Xbone. You cannot gift games that have been played on Steam.
You can set up a network of 10 "family members" on Xbone who can play your library from their own console. This is not possible on Steam.
Steam is great but all it has over Xbone is offline mode. And that can last anywhere from days to months before you're required to check in. Unless I am forgetting something else with Steam.
