Okay good. Should be effortless by now - 8 years later after Xbox 360, and Xbox 360 could support 1280x720. What's the hold up? 8 years for a new Xbox - goodness gracious.
It looks good and yes, and in the latest trailer it states, INGAME FOOTAGE. Well wasn't that the case for Forza 4 from 2 years ago, and it looks pretty much the same, albeit it's not at 1080p.
Prediction (June 12th 2017)
Permanent pricedrop for both PS4 Slim and PS4 Pro in October.
PS4 Slim $249 (October 2017)
PS4 Pro $349 (October 2017)
That Human AI thingy look very interesting, that's probably first truly next-gen thing I've seen so far (apart from visuals).

Forza Motorsport 5 will be released later in 2013 alongside the Xbox One. http://uk.gamespot.com/news/forza-motorsport-5-will-run-in-1080p-at-60fps-6409332 |
More computing power and larger RAM of XBone could mean that maybe also possible future versions of Forza Horizon won't need a framerate drop.
