Game streaming only. There are very few platforms that do cloud computing. Microsoft Azure and AmazonS3 are pretty much the only viable players.
iCloud for example uses Azure. OnLive uses Amazon S3. I am pretty sure Gaikai uses one or the other and just has their own streaming technology like OnLive. I could be wrong about specifics as I don't know much about Gaikai...

It really depends what we have in mind.
For game streaming, I wouldn't be surprised if Gaikai has some nice patents and technology that gives it the edge.
In terms of overall cloud computing, Microsoft is pretty much number 1 in the world with Azure. Amazon S3 cloud services tend to undercut Microsoft on price but in terms of speed and servers, Microsoft is tough to beat.
