Elizabeth has been held captive in Columbia for like 12 years or something. Booker comes in to rescue her but they're both pursused by the city's factions: the Founders that keep the city American-like and the Vox Pupuli who are like they rebels. Elizabeth ends up being right in the middle of the conflict with her warp powers or time bending thing that she does.
