How "free" Android is depends on a lot of factors. If you're loading the Play store and other Google services onto the device, there are license fees to use those apps and services. That's a cost that Amazon and most Chinese devices don't pay.
The other cost is patent licensing to third parties like Nokia, Microsoft and Apple. Those costs are going to vary depending on what market you're selling in and what licensing agreements you might have with those patent holders. An OEM that buys Windows is also buying access to the patents Microsoft has licensed as well as protection from future patent claims. Android provides no such protection.
There ain't no such thing as a free lunch.
