I love the Reach campaign and would never call it a failure. The multiplayer, though, was broken to the core.
"Wanna roadkill that guy over there? Too bad, he would destroy your vehicle using his armor lock.
Wanna stick him with a plasma grenade instead? For shame, armor lock would prevent his death as well.
Then how about that guy over there? Surely you should be able to take him out using your DMR? Oh wait, I forgot all about his evading ability. The very second you start dropping his shields he is able to roll his way to safety and recover. My bad."
That kind of stuff interfered way too much with the gameplay for my taste, and as a result I went back to Halo 3 whenever I felt like playing some competitive multiplayer. Less bullshit makes it more enjoyable.
Halo 4 hit the right balance in my opinion. The closest they come to BS is the Jetpack, but it's not a big deal since most people who use it are terrible at aiming anyway while the overall amount of Jetpack users seems to be extremely low.
