This statement has nothing to get excited about because 1) I doubt the ppl managing E3 even know what M$ and Sony will have to announce, especyaly so far before the actual event, M$ and Sony are probably keeping things secret. And 2) E3 is always about ''What's next in Video Games'', new console or not E3 always has new games announcement, so technicaly every E3 is about whats next.
Alltho I also think we will see atleast M$ next gen console (not so sure about Sony tho).
