GTA 3 for me, top down ones were fun too but I have the best memories from GTA 3.
Probably because it was all fresh and more importantly the missions were still flexible enough that you could almost always resort to using a car to drive down the bad guys if on foot would not work out. Listening to the radio stations while watching the world parked on the top of the parking garage never had the same immersive effect in the following titles.
San Andreas is the 2nd best. Its beginning is actually better then GTA3 imo, but Las Venturas dragged it down.
