The Vita version comes out 2013 in Japan I believe. As for download only, if the Vita version is going to be F2P as well, I can't see how they would do it any other way besides download only. It could instead go with monthly fees because I heard it will support cross-platform play with the PC and you can even use the same account on both. But yeah, SEGA hasn't stated anything about the Vita version yet really, only that it's in development.
