The problem is that brain cells degenerate quite quickly. They start to loose their information only 3 minutes after losing oxygen. However this can be extended somewhat by cooling to 5 to 10 minutes. Controlled clinical death at 18 degrees C (draining blood and stopping brain functions) can be as long as 1 hour with full recovery afterwards.
It might be possible to start up the brain again if it could be fully reconstructed without damage.
