Just out of interest, why don't you consider noctis to be mafia at all? I was already pretty convinced, but then I looked at his voting record: "radish", "no vote", "no vote" - although to be honest, that voting record looks so scummy that he may well not be mafia because a mafia would be more careful to not look like the most scummy person in the history of mafia
