The tip-off is Eurogamer's, and the move apparently follows much negotiation on the subject of charging for services. The BBC is free, funded by taxpayer cash-monies. Xbox Live Gold obviously isn't.

The BBC seems to have carried the debate, as iPlayer will reportedly be freely available to both Gold and Silver subscribers. It joins a wide selection of apps including Channel 4, Channel 5, Youtube and Lovefilm.

This. They really have no reason not to let others around the world watch BBC shows on their iplayer. Hell I'd be willing to pay a small monthly fee to get access to it.
