100hrs is the Japan plan via Docomo. That other plan is for the U.S. with AT&T. They are not related at all.

They don't charge per hour. For pre-paid you can get 20hrs for 980 yen, but that is only good for 30days. If you don't use all of your hours in that 30 day period you lose them.

The other pre-paid one is 103hrs for 4,980 yen that you have 180days in which to use. If you don't use them then they are gone. For the pre-paid plans speeds are very limited 128Kpbs/64Kpbs (dl/ul). For 103hrs plan, 3 hours of it are with high speed dl/ul (up to 14Mbps/5.7Mbps). They also have monthly plans available.
