For Android, it depends on your provider and may be impossible to remove unless you root your phone, which opens up another can of worm, security (un)wise.
The only news here is that existence of such surveillance still makes news to the public. Wiretapping is century old, and idiots still learn it every day. The state has to monitor idiots before they do some idiotic things, why normal people should even bother?
