Only the video looks like Command & Conquer Generals which really has nothing at all to do with the real Command & Conquer games: C&C Tiberium series and the C&C Red Alert series. I believe originally Red Alert was supposed to be some prequel to Tiberium.

In addition I'd say this new studio also has little to do with the core Bioware. Though they'll probably be supervised by whoever's in charge of Bioware.
